Marcellus asked why they are in strict guard & why weapons are being brought in. Then horatio said it is because if the dead king that had a rival King Fortinbras so they had a battle and the King Fortinbras lost the battle and the legal document. His son is mad about the issue and wants to fight for the land. Thats what caused the king haunting them at night.
